When it happens
Spring
A queen starts a nest the size of a golf ball. This is the cheapest and safest moment to deal with it, and almost nobody calls.
Early summer
The nest is established and workers are foraging. Still straightforward, and worth doing before the deck gets used daily.
Late summer
Peak population and the most aggressive period. This is when most people call, and when it is least pleasant to leave.
Autumn
Activity falls away and the nest dies with the frost. It will not be reused, but the location tells you where next year's will go.

We deal with nests on the property. Where it turns out to be honey bees rather than wasps, relocation is the better answer and we will tell you so rather than treat them: a colony is worth moving and there are beekeepers who will take it. Wasps and hornets are removed. Which one you have is the first thing we check.
Not to the same nest, which is finished once it is removed. But a spot that suited a nest once tends to suit one again the following year, because it is sheltered and out of the wind for the same reasons it was picked the first time. That is worth knowing, and it is why a soffit or an eave is worth screening rather than only clearing.
